Sadly, I don't have money for a better pc so I'm playing Cities Skylines without mods, wich is pretty shitty (if u don't know the secret tehniques :) Sim city 2013 is beautiful as cities skylines with mods, the only things I don't like at SimCity 2013 is that you don't have mods and the tile is too small (and you can't edit highways:( )SimCity 4 is/was a great game that became polished over the 12 years its been around. SimCity is Inspiring Cities Skylines Once Again . actually i would say more that SimCity is 32-bit only, while Cities: Skylines is 64-bit only, so mostly it has access to much more RAM, and maybe slightly better CPU performance. I have cities in motion 2 which i think is far too complicated and i think the controls are very fiddily. SimCity 2013 has a more polished stylish better designed graphic layout- far superior to Skylines. What I may do is making a Sandbox city, like "sculting" one like those Cities Skylines videos. The game introduces new game play elements to realize the thrill and hardships of creating and maintaining a real city whilst expanding on some well. With beautifully rendered high-resolution graphics, it also inspires you to build the city of your dreams. Sim City 4 had very limited traffic issues and simcity 2013 feels like clash of clans.
